There are many CHM Makers nowadays, but what i will tell you is better, since it’s Free just as beer/tea (for whom considering beer is not good ;-)) and also free just as speech (although that it’s build with VB.NET).
It’s name is MSWord2CHM, this software will change your Word .doc document into CHM by first convert it to HTML and XHTML.
Wan’t to know more, just click it’s project site from Sourceforge. It’s open source, so you don’t need to worry about malware and spyware.
Project’s site: http://sourceforge.net/projects/msword2chm/
PS: This software needs internet connection when converting MS Word to CHM.

There are many PDF Viewers for Windows. The official PDF Reader is Adobe Acrobat Reader. But It’s too heavy and requires lots of computer resource. If your computer hardware specs is not good then Adobe Acrobat Reader is unefficient.
So, try Foxit Reader. It’s Lean and reliable.
PS: Foxit Reader also has a Linux version, but i think the Linux Version is still awfull.
